When we played Samford last week I thought I heard they could not do replays

Every SoCon school is required to be capable of supporting instant replay. But like most things, when it comes to money and/or technical difficulties, most SoCon/FCS teams will have limited capabilities.
I don’t remember what year, but replay-capabilities were required starting at least 3 or 4 years ago.

Remembering more now….
From the way-back machine, when WCU was last decent we lost to Wofford in Spartanburg on a controversial interception in the endzone at the end of the game. This was the last time we finished the year 7-4 and missed the playoffs with only 6 D-1 wins.
I actually took slow-motion stills of the play from ESPN+ and sent them into the league office and our last Commissioner that clearly showed the ball on the ground before the Wofford DB rolled over on it and was given the INT. I did get an e-mail back from Iamarino about a week later thanking me for the note and letting me know that better replay was required and coming for all SoCon schools the next season.
Bad calls suck. Totally egregious, borderline incompetent calls are worse. But the call in the FU/Samford game was relatively early and was big but did not decide the game. I would not expect the SoCon to say anything other than it was a close call (if they say anything at all).
