I can see some potential for the tournament in JC, if the locals attend. JC could become the Big South's Asheville...

This seems relatively normal to me. While Johnson City is not the home to or in the middle of the Big South teams, I am sure it was all about the bid and in the grand scheme of things it isn't vastly different than say the SoCon playing in Asheville (where there is no SoCon school), the ACC playing in Charlotte or DC or some of the other places they have played, etc.
Granted something more in the middle of the footprint would make the most sense, but I expect places like Charlotte or Greenville probably didn't have enough interest to make a bid given all the other stuff that gets hosted in those locations.
