The NCAA on Wednesday informed schools to withdraw football players who have entered the transfer portal during the month of September from the portal, a source has confirmed to Rivals. Matt Zenitz of On3 first reported the news. The move is the first step for the NCAA in enforcing the transfer portal windows it ratified on Aug. 31. The new rule states that college football players can only enter the portal during two designated windows. The first starts "the day after championship selections are made," meaning Dec. 5 this year, and lasts 45 days. The second will be from May 1-15. portal.rivals.com/news/ncaa-begins-enforcement-of-transfer-windows-withdraws-players-from-portal

Wonder if teams have to restore the players to the roster, or if they're just stuck in limbo

I would think that a player can still quit the team any time they want after the semester starts and would have the option to rejoin the team or not if the coach will let them rejoin. If they have already quit by entering the portal, then it has to be up to the coach whether or not they can rejoin. I don’t understand why a player would enter the portal from September through November because you can’t transfer mid-semester anyway. You have to start at any college at the beginning of the semester. If I were a coach and if a player makes their intentions known, you are gone from the team. No exceptions ever.

IMO, when a player enters the portal, he/she lets every coach in the nation know of their availability to transfer. They are basically putting themselves on the market, even if they can't transfer immediately, they want a "new home" arrangement in place, so they can transfer at the end of a semester. I think it pretty common in most schools, that when a player enters the portal, they are automatically off their old team.
