It’s good work if you can get it. I would have thought that the pay would be based on the size of the school. NC State is the largest school in NC based on enrollment and budget. I bet that schools like UNC and State also supplement their pay like they do their coaches. Dave Dorn, the head football coach at NC State is the highest paid state employee in NC. He makes about $2.5 million a year but the school supplements that by a lot more. I am sure a lot of politics are involved when it comes to who gets what based on Chancellor pay.

It is hard to tell what all the factors are that go into the pay - I would expect size of school, years of service (both with the state and particularly at the executive level), and even location/cost of living could be part of the equation. These numbers seem to be a bit all over the place, but as FLCAT says - it would be nice to have any of those salaries!
As for the numbers themselves, from this list there are 4 paid less and 9 paid more than WCU and NCCU's Chancellor. So it would be interesting to see how the scale works if sorted based on size of school, and then sorted again on years in the job. I guess I could go look it up, but it is easier just typing out a hypothesis!

The 3 highest paid are NC State, UNC-CH, and UNCC. That tracks as they are the 3 largest schools based on enrollment in order, I think. I can’t figure how UNCA is not the lowest in the state.

Originally I thought location would be big factor, too. But I wouldn't expect the cost of living in Winston-Salem to be lower than others on the list like Pembroke (WSSU is next to last). I would also expect the cost of living is probably higher in Wilmington and Asheville than some of the other locations on the list. I pulled these numbers off the Internet, so don't expect them to be 100% accurate. But here is a comparison of several factors that I sorted based on highest pay to lowest - seems like enrollment is the biggest driver (as it probably should be), but then time in the role and location also factor. It should be noted that Cable stepped down as the Chancellor at UNCA, so they currently have an Interim in place. My takeaways based on this is that if anything, UNCA pays too much and WCU pays too little. Otherwise, things are roughly in-line with the size of the school and then the amount of time in the role. For instance, ECU is bigger than UNCG and App is bigger than NC A&T, but in both instances the chancellor of the smaller school has been there longer than the chancellor at the bigger school.
