Stupid paywall blocking it.
Maybe I am not comprehending this correctly, but I would expect every FBS school in North Carolina to be paying more than we pay Bell

Pretty much every FBS head coach makes a lot more than FCS coaches. Same with the assistance. In fact, you'll see where P5 assistant coaches, especially coordinators, can often make more than FCS head coaches. Try this link for searching university salaries.

I think only the football coach at NC A&T has a higher salary than Bell. They also have ~14k students and a pretty large endowment as (I think) one of the largest HBCUs in the country.
ECU seems to not be getting their money's worth, though. They have TV money, a very large enrollment, etc. But Houston parlayed his FCS success into nearly $1.5M and several of his assistants make almost as much as App's head coach!
I would like to see Bell crack $300k and be around the same as the A&T coach. Of course I also want raises and extensions to come after we win championships and make playoff runs. I expect Coach Bell has some incentives built-in for those things, so hopefully he will cash-in on some of those things soon!

I'd also point out that Mack Brown has a contract where he gets paid a whole lot of money outside of his NC salary from the state. I beleive he asked that many of his assistants get paid extra money instead - he already had plenty. That is why there is such a discrepancy between him and the guys ahead of him. I am not a Carolina fan at all, but give Brown credit for that.
As for the non-P5 schools, Bell is getting paid more than any WCU coach ever has, but like I said it would be nice to keep winning and get him up there closer to the A&T head man (who is having a pretty tough go this season).
