I don't know if he is right, but I would certainly think for less money you ***could*** get better faster in basketball - mainly because all you need is a good coach and a couple of really good players. Football - you need more money, more depth, more facilities, more coaches, etc.
One elite player can take a team like Davidson to the heights of the NCAA tourney versus the big boys. One elite player on a football team can't come anywhere close to impacting your success as much.

I don't know if he is right either. At this point, Big South has one strong football team, and they won't be there very long. So it's harder for them to look good in football against leagues like CAA, MVC, and SoCon. The smaller, private schools can build basketball programs less expensively than football. Look at programs like Gonzaga, Xavier, Georgetown, Belmont and others.
